Position Summary
The EPMO Senior Project Manager is responsible for managing complex projects, processes, tools, and activities in support of Martin’s Point enterprise portfolio. The Sr. PM is responsible for successfully leading multiple medium and large corporate initiatives aligned with organizational strategy and spanning departments and subject areas. This position will help the EPMO further MPHC’s commitment to becoming a Center of Excellence in portfolio and project management. This includes building robust tracking and reporting methodologies for the project portfolio, becoming a champion and subject matter expert of our (unchosen) portfolio and project management platform, and delivering sustained KPI analyses primarily focused on enterprise initiatives.
Job Description
Key Outcomes
- Oversees and manages the execution of medium to high complexity projects with direct ties to Martin’s Point Corporate Agenda and Enterprise Plan with specific objectives tied to the Health Plan, Delivery Service, and Support Services. Oversees other projects as assigned.
- Supports the development of project proposals, charters, plans, schedules, resource plans, business plans, performance metrics and all other artifacts supporting project planning, execution, monitoring and closing.
- Leads Request for Proposal/Information (RFP/RFI) processes by clearly developing and defining requirements with customers and coordinating vendors’ participation and response.
- Establishes and maintains systems for the tracking and reporting of project and portfolio progress and outcomes both for the EPMO and for project sponsors. Supports the development of metrics and key performance indicators for both projects and the EPMO department.
- Collaborates across Martin’s Point Information Technology Project Managers, Business Partner Project Managers, Martin’s Point Management System (MPMS) to accomplish the Enterprise Project Portfolio.
- Provides thought leadership by constantly assessing enterprise directions and contributing to the formulation of best practices and process evolution strategies for the EPMO and for Martin’s point to ensure alignment of the portfolio with the business strategy.
- Support the development and implementation of project planning, project tracking, and reporting methodologies; facilitate status reporting of projects/programs against time, cost, resource utilization and deliverables and milestones.
- Record actual and committed cost and work hours (capacity planning), development of project variances, trending and analysis of commitments and expenditures and develop project budgets and cash flow projections.
- Manage the portfolio-level benefits and ROI registers, ensuring that all benefits and ROI are planned, monitored, and benefit realization is tracked.
- Analyze data collected (including financial); partner with finance on validating, approving, and reconciling cost savings and value realization.
- Plan and facilitate workshops and key stakeholder meetings to further the education and understand of portfolio and project management, as well as for the successful delivery of enterprise projects or other business initiatives.
- Monitor and report on the status of projects transitioning into operational status.
- Elevate and address program and project level risks to the EPMO Director; ensure the maintenance of issues registers; support mitigation and action planning to address risks and issues and ensure that the change control process is implemented across all projects and portfolios.

Education and Experience
- Bachelor’s degree or combination of relevant education and experience required
- Minimum of 8 years direct work experience in a structured project management or project analysis capacity with experience leading large, complex projects or project teams
- Experience in the financial management of projects (budgeting, development of ROI projections, defining potential benefits, etc.)
- Experience in the development and maintenance of PMO policies and methodologies
- Experience in developing and executing on RFP’s and other contracts, including the ability to define requirements
- Expertise in using MS Project or other project management software
- Experience using and managing documentation and materials in SharePoint
- Exposure to IT-related projects
Required License(s) and/or Certification(s):
- PMP certification preferred

- Expert project management skills, including overseeing high-complexity projects in a complex environment throughout the project life cycle, including the development of project costs and contributing to return on investment (ROI), net present value (NPV) calculations and total cost of ownership (TCO).
- Ability to and experience in facilitating the determination of system requirements to guide procurement and development for complex solutions. Facilitates contract creation and negotiation by serving as a liaison between customer, vendor, and legal consultation.
- Experience in leading RFP development and execution to inform the decision-making process for system purchases.
- Strong organizational skills including the ability to work independently and prioritize work and manage multiple competing demands, even in ambiguous situations, as well as strong attention to detail
- Ability to lead discussion, manage conflict, and facilitate cross-departmental group decision-making at all levels of the organization
- In-depth knowledge of planning and systems and tools, including demonstrated experience with systems development life cycle
- Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community. Remains poised in times of stress and can lead the team through moments of crisis while keeping projects on track.
