OVERVIEW:                                                                                       

The Department of Administrative and Financial Services (DAFS) Office of Information Technology (OIT) provides information technology support to over 13,000 employees.  OIT oversees large scale enterprise applications that support the critical and diverse business needs of the State of Maine and its agencies.

ABOUT THE JOB DETAILS:   

We are looking for a HRMS (Workday) System Analyst to join our MaineIT Application Development Group, you will be part of the Department of Administration and Financial Services.   

Positions at this level are recognized as technical experts in Human Resources Management Systems design, development and maintenance and are relied upon to provide expert consultation to meet user needs including recommending, designing and coordinating both changes to business practices and specific technology solution.                      

This role is the highest technical level in all phases of applications systems analysis and design activities. The most important aspects of this work are the application of system analysis skills to formulate solutions to complex business problems using automation technologies and preparing system design plans and detailed specifications to facilitate the development and implementation of application systems. Oversite of daily support activities and other development work may be required.  Work is performed under limited supervision.  This position is located in Augusta, Maine.

WHAT WILL YOU DO?     

As a HRMS (Workday) System Analyst, you will be joining the HRMS systems team and assisting in implementing new modules, improving existing features and supporting the Workday platform in general.  You will use your extensive HRMS experience as well as communication skills to manage stakeholders across the organization. 

  • Lead ongoing design, configuration, deployment, and maintenance of the Human Resource Management System application, Workday; including, but not limited to, business process configuration, conditional logic-based rules and code based system configurations and validations.
  • Performer in Workday configuration and testing process.
  • Continually researches, tests and stays up-to date on all Workday updates, fixes and capabilities.
  • Supports critical system maintenance and operational task with Workday.
  • Ensures that our internal customers issues and requests are addressed within documented SLA’s.
  • Understands and translates the priorities of the business while integrating HR value proposition and strategies to meet the needs of the business.
  • Manages configuration of the HRMS (Workday) system while providing Subject Matter Expertise (SME) to partner teams.
  • Evaluate incoming request from HR, Finance, Budget and other groups, identify appropriate solutions and execute on them.
  • Use the Workday Community site to troubleshoot and identify ways to better utilize the system.
  • Reviews system data on a regular basis to ensure data accuracy, consistency, and completeness; preforms any necessary data clean up and sanitization.
  • Stay well-informed on system enhancements and changes and lead associated deployment activities, inclusive of regression testing, data & integration validation, downstream impact analysis and assurance of overall system performance/stability.
  • Own creation, validation, and execution of all test scenarios for recommended configuration changes and ensure that all business processes are fully tested, guaranteeing all business requirements have been met.
  • Lead development and validation of cross-application test scenarios and execution thereof; ensuring all changes/enhancements are fully tested and meet all business requirements.
  • Understand, document and communicate impact of configuration changes to all business processes across the platform and the system users.
  • Train and mentor new system technical users as well as support development of user procedures, job aids, guidelines and documentation.
  • Responsibilities may change; team member may be required to perform other duties as assigned.

REQUIREMENTS: 

The ideal candidate possesses the following:

  • 5+ years of demonstrated HRMS Systems experience required.
  • 2+ years of advanced configuration experience within HRMS (Workday) system required.
  • Functional working knowledge of HR and Payroll process a plus.
  • Workday reporting functionality, report writer calculated fields a plus
  • Experience designing, testing, deploying, and supporting Time, and Absence functionality in a complex environment.
  • Hands on experience with developing, documenting and configuring business processes, advanced calculated fields/reporting and integration.
  • Proven ability to develop detailed configuration specification documentation.
  • Strong technical aptitude; analytical and excellent problem solving abilities and creative resolution skills.
  • Define and coordinate the execution of testing procedures and develop test cases to serve the overall quality assurance process.
  • Provide documentation of all processes and training as needed.
  • Develop and implement maintenance procedures, monitor systems health, gather system statistics, and troubleshoot reported errors and alarms.
  • Perform design, implementation, and upgrades of information systems to meet the business and user needs.
  • Ability to prioritize, remain calm under pressure, pay attention to detail and make decision independently on fact-based data and analysis.
  • Excellent time-management skills, able to work on multiple projects and meet deadline in a fast-paced environment.
  • Strong presentation and communication skills, comfort interacting across all management levels.
  • Self-motivated, with the ability to meet and exceed position requirements under minimal direction and supervision.
  • Proficient use of Microsoft Office programs required; advanced excel skills including data validation, formulas and pivot tables required.
  • Utilize discretion and judgement to maintain confidentiality of sensitive data.

MINIMUM QUALIFICATIONS

  • A four (4) year combination of higher level programming and or systems analysis and design experience.  
  • A Masters Degree from an accredited educational institution in Computer Science may be substituted for two (2) years of programming experience.

The selected candidate will be required to pass the required background checks (fingerprinting may be required) as a condition of employment.
