OVERVIEW:

The Department of Administrative and Financial Services (DAFS) Office of Information Technology (OIT) provides information technology support to over 13,000 employees. OIT oversees large scale enterprise applications that support the critical and diverse business needs of the State of Maine and its agencies. OIT is seeking a highly talented individual who can lead technical teams, who maintain and support a variety of applications for clients.

 

ABOUT THE JOB DETAILS:

The Systems Team Leader position is crucial to lead a Technical Team  and contracted resources in supporting, designing, and enhancing software application programs which provide services to the Department of Health and Human Services’ Office of Aging and Disability Services (OADS), Office of Children and Family Services (OCFS), the Office of MaineCare Services (OMS), Office of Behavioral Health (OBH), Office for Family Independence (OFI) and Maine Centers for Disease Control (MeCDC).

 

PREFERRED QUALIFICATIONS: 

  • Knowledge of applicable laws, rules, regulations, policies and procedures'
  • Knowledge of all phases of the Software Development Life Cycle
  • Knowledge of Best Practices in system design principles, and techniques
  • Knowledge of modern application development tools and ability to use them in problem solving
  • Knowledge of the capabilities of various computer system
  • Knowledge of databases, data communications concepts, techniques, and program design
  • Knowledge of system review, testing, and evaluation methodologies
  • Knowledge of performance review and evaluation principles and practices
  • Knowledge of RFP and Contract management process and procedure
  • Knowledge of Vendor Management process and procedure
  • Ability to supervise subordinate personnel
  • Ability to manage and direct operational and project teams
  • Ability to establish and maintain effective working relationships
  • Excellent written and oral communications
  • Ability to use applicable computer programs
  • Awareness of Cyber Security, related to software applications and database

WHAT WILL YOU DO?

  • Lead a Technical Team and Contracted resources in collaboration with business partners and vendor management teams to meet operational and project goals
  • Analyze user problems and operations to develop functional requirements for a proposed system including cost and time estimates for subsequent phases
  • Study and evaluate user problems and operations to produce feasibility, scope, and objectives, or cost benefit reports including cost and time estimates
  • Participate in reviews and walk-throughs of feasibility reports, functional requirements, system designs, program specifications, coding, test plans, and documentation packages to minimize system problems and ensure quality control
  • Establish training and performance goals and conduct performance reviews and evaluation of team members to ensure continued growth and sustained performance
  • Provide advanced technical consulting services to internal/external information services managers and project and support personnel to promote the development of comprehensive, integrated information systems
  • Implement and comply with human resource laws, policies, procedures, and practices such as: Americans with Disability Act (ADA)/Equal Employment Opportunity (EEO), recruitment, employment, position classification, performance appraisals, training, discipline, contract administration, human resource components of security protocols of agency information security and confidentiality policies, and employee safety

The selected candidate will be required to pass the required background checks (fingerprinting may be required) as a condition of employment.

MINIMUM QUALIFICATIONS

  • Seven (7) years of progressively responsible experience in application system analysis and programming including a minimum of one (1) year in a working supervisor role -OR-
  • a Bachelors Degree and 3 years of progressively responsible experience in application system analysis including a minimum of one (1) year in a working supervisor role -OR-
  • a Masters Degree and 1 year of progressively responsible experience in application systems analysis in a working supervisor role.
