Summary
The Accounting Manager is responsible for accounting functions, including General Ledger administration, grant fiscal management and reporting, annual audit preparation, and payroll. This includes oversight and administration of accounts receivable and payable, and monitoring cash flow. All responsibilities are performed in compliance with applicable laws, regulations, and Generally Accepted Accounting Principles. The Accounting Manager also serves as the application manager for the financial and accounting and system.
Supervision: Direct supervision of Accounting Assistant and Payroll Coordinator. May supervise other clerical and accounting staff.
Responsibilities
- Working with the Chief Financial Officer, monitors and projects cash flow and maintains cash accounts.
- Manages accounts payable and accounts receivable, ensuring timely payments and receipts, follow up on delinquent accounts, and resolution of issues with customers and vendors.
- Maintains the general ledger, including journalizing activity, posting to GL and subsidiary accounts; reviews and posts journal entries from others.
- Performs or oversees monthly reconciliations of cash, AR subsidiary accounts, AP, grants, payroll liability accounts, and reviews GL for reasonableness.
- Establishes and maintains accounts and procedures to assure compliance with State and Federal grant fund regulations.
- Manages the payroll function, ensuring timely and accurate payroll calculations and processing. Coordinate with Human Resources to ensure timely and accurate application of benefit charges, deductions and payments.
- Coordinates annual external audit and performs end of year processes to close the fiscal year; assists the CFO in the analysis and review of financial reports.
- Assist in preparing the annual budget, periodic budget to actual analysis, and preparing the annual budget document.
- Acts as application administrator for integrated financial system. Maintains up to date knowledge of issues and changes to the software, and recommends improvements.
- Prepare or review and file all necessary periodic reporting for payroll and accounting, including but not limited to 1099, W2, 941, 1095, and grant reports. Respond to any requests or citations from regulatory agencies, such as IRS or FTA.
- Stays up to date on all regulatory changes issued, such as GASB pronouncements, IRS rules, FTA and NTD requirements. Attend appropriate training and provide opportunities for staff to attend training.
- Supervise and manage staff to ensure tasks are completed in a timely and accurate manner.
- Manage and resolve any work product issues and issues involving conflict with other staff, vendors, or customers.
- Provide support and assistance to staff by identifying and connecting them to information and resources to ensure accuracy and timely completion of work.
- Maintain financial systems to ensure continuity of business.
Essential Knowledge, Skills and Aptitudes
- Strong understanding of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards (GASB).
- Excellent customer service skills with the ability to proactively establish and maintain effective working relationships.
- Ability to communicate effectively both written and verbally.
- Ability to exercise initiative and sound judgement and to react with discretion under varying conditions.
- Skilled in records management and maintenance.
- Ability to establish and maintain effective and appropriate relationships with the public, other Authorities, agencies, and employees.

- Use of various office equipment, such as copiers, printers, postage meter
- Experience with governmental/non-profit accounting principles and procedures.
- Excellent communication (verbal and written) skills and has social perceptiveness skills;
Minimum Qualifications
- Full understanding and knowledge of GAAP and GASB requirements, with understanding of and experience working in governmental accounting.
- Experience maintaining all general ledger functions.
- Experience with annual external audit process.
- Knowledge and understanding of payroll processes, standards, reporting and current IRS regulations.
- Working knowledge and experience with grant accounting, accounts payable, accounts receivable, reporting, reconciliation, and auditing.
- Effectively perform financial analysis with the use of excel.
- Ability to communicate clearly and concisely, verbally and in writing, in English.
- Proficiency in Microsoft 365 applications (Word, and Excel) with expertise in Excel required.
- Proficiency in Google Workspace (Gmail, Calendar, Chat, and Docs).
- One (1) year of experience working in the public sector preferred.
- Knowledge of region and transit systems is preferred.
Education
- BS in Accounting or Business Administration, or a related discipline or the equivalent combination of training, education, and experience suitable for the requirements of the position.
