Associate Director of Housing
Fair Tide – Kittery, ME (Remote with local presence)
Fair Tide is seeking a strategic and visionary Associate Director of Housing to lead and expand our affordable housing development work across southern Maine and the Seacoast of New Hampshire. This position will work in close partnership with our current part-time Director of Housing to ensure continuity and maximize impact across our growing portfolio. With multiple projects currently in development and additional opportunities emerging, this role will help catapult the organization’s impact by guiding projects from concept through construction and long-term stewardship. The Associate Director of Housing will play a central role in shaping Fair Tide’s housing portfolio and advancing innovative solutions to the region’s housing challenges.
Fair Tide works to ensure that everyone in our community has access to safe, stable housing and the support needed to thrive. As co-founder of Mainspring, a collaborative social services hub in Kittery, Fair Tide works alongside more than a dozen partner organizations to strengthen the region’s response to housing instability, food insecurity, and other community needs.
Position Overview The Associate Director of Housing leads all phases of affordable housing development and preservation, from early concept and feasibility through financing, design, construction, and long-term asset management. This role works closely with leadership, municipal partners, and development teams to ensure projects are financially viable, mission-aligned, and responsive to community needs.
Key Responsibilities Housing Development
·Identify and evaluate new affordable housing development opportunities
·Conduct feasibility analyses including site, zoning, financial, and market considerations
·Lead projects through the full development lifecycle including pre-development, financing, design, permitting, and construction
·Develop project budgets, operating budgets, and financial pro formas
·Secure project financing through public agencies, foundations, and private lenders
·Assemble and manage development teams including architects, engineers, contractors, and consultants
·Coordinate municipal, state, and federal permitting and approval processes
·Serve as owner’s representative throughout design and construction phases
·Maintain strong relationships with municipal leaders, regional partners, and other stakeholders involved in housing development
·Represent Fair Tide in relevant housing advocacy and policy forums, collaborating with community partners and policymakers to promote policies that expand access to stable, affordable housing
Asset Management
·Oversee the long-term financial and physical performance of Fair Tide’s housing portfolio
·Manage the relationship with property management partners
·Conduct capital needs assessments and long-term capital planning
·Ensure compliance with all regulatory and funding requirements
Qualifications ·Experience in affordable housing development, real estate development, community development, or a related field
·Demonstrated ability to manage complex projects involving multiple stakeholders and funding sources
·Knowledge of affordable housing finance tools (tax credits, subsidies, grants, etc.) strongly preferred
·Experience developing project budgets and financial analyses
·Familiarity with zoning, planning, and permitting processes
·Strong organizational, communication, and problem-solving skills
·Commitment to Fair Tide’s mission of expanding housing opportunity and strengthening community systems
Compensation & Benefits Salary: $80,000/year (to start)
Schedule: 32 hours/week, salaried, exempt. Flexible work environment. Mostly remote, with optional workspace available at Mainspring in Kittery.
