The Division of Vocational Rehabilitation (DVR) is dedicated to empowering individuals with disabilities to achieve full access to employment, independence and community integration.
This position directs and coordinates program services. Responsibilities include identifying, developing and overseeing rehabilitation service delivery, budget, reports and resources.
- DVR Region 4&5, covers Piscataquis, Penobscot, Washington, Hancock and Aroostook Counties. The position is housed at the Bangor Career Center.
This position requires in-state travel use of a State vehicle.

Primary responsibilities include:
- Determines and administers financial, personnel, and service delivery needs in order to meet established statewide and regional program goals, objectives, and priorities.
- Oversees and coordinates case development and staff performance in order to evaluate regional and statewide programs and ensure employee effectiveness.
- Gathers and compiles statistical and financial data in order to use in preparing long range plans and ensure adherence to state and federal regulations.
- Presents workshops to consumers, providers, citizen groups, and governmental or program officials in order to enhance public understanding of the needs and abilities of people with disabilities.
- Identifies needs, develops resources including facilities and services, and writes grants in order to advocate for services and support for people with disabilities.
- Coordinates with public and private agencies in order to develop regional and statewide programs.
- Develops, requests, and administers staff training needs, regional and statewide budgets, and grants in order to ensure availability of qualified staff and necessary resources.
- Develops and recommends new and revised statutes, rules, policies, and procedures in order to improve program effectiveness and efficiency.
- Studies and researches current rehabilitation trends, practices, programs, laws, rules, and regulations in order to maintain technical expertise.
- Identifies and recommends case management tools and activities in order to assist in streamlining service delivery and monitoring outcomes.
- Interviews and hires regional and statewide employees in order to meet established goals and objectives.
- Implements and complies with human resource laws, policies, procedures and practices such as: AA/EEO, recruitment, employment, position classification, performance appraisals, training, discipline, contract administration, human resource components of security protocols of agency information security and confidentiality policies, and employee safety.

Minimum qualifications:
Four (4) years experience in social or rehabilitative services including one (1) year experience in an administrative or supervisory capacity and a Bachelors Degree in Social Work, Rehabilitation, Social Services, Education, or Public Administration. Directly related professional experience may be substituted for education on a year-for-year basis.
Preference will be given to those applicants:
- Knowledge of state and federal laws, rules, and regulations applicable to and administered by the agency.
- Knowledge of bureau or program policies, goals, and objectives.
