DVEM seeks an experienced commercial/institutional construction project manager to help support the Maine Army National Guard’s State and Federal missions by leading the construction of facilities. This position will be the lead manager for projects averaging $25M and will assist in supervising and overseeing engineering functions from project design review through construction administration.
The DVEM Military Bureau’s Directorate of Facilities Engineering manages and oversees maintenance and construction projects at over 40 Maine Army National Guard Facilities and Training Sites throughout the State.
Primary responsibilities include:
- Review of technical plans and specifications for construction projects, providing quality control and quality assurance. technical plans and specifications for construction projects, providing quality control and
- Project management and construction administration, including writing reports, reviewing and approving pay requisitions, changing orders, and designing submittals.
- Selecting qualified design teams and writing and approving Architect/Engineer and Construction contracts utilizing State procedures.
- Implementing controls for construction oversight and contract accountability.
- Assisting in the request for project funding for future years utilizing National Guard Bureau procedures.
Skills or knowledge required:
- Knowledge of Federal, State, and local building codes.
- Knowledge of engineering principles and practices.
- Knowledge of construction and maintenance of public works projects.
- Ability to understand and explain complex engineering projects, plans, and specifications.
- Ability to write clear, concise, and complete specifications, technical reports, or manuals.
Minimum qualifications:
Licensed as a Professional Engineer and Four (4) years work experience in Civil Engineering at the professional Level, two (2) years of which must be performing complex engineering functions related to the planning, project development, and/or maintenance of public works structures and facilities.
Licensing requirements (These must be met by all employees prior to attaining permanent status in this class):
Licensure as a Professional Engineer as issued by the Maine State Board of Licensure for Professional Engineers.
Preference will be given to those applicants:
- Construction project management experience.
- Knowledge of State contracting procedures.
- Knowledge of National Guard construction.
