DESCRIPTION:
This is advanced technical services work in an integrated computer network environment. An employee in this classification performs a full range of system administration functions with minimal direction and/or technical support. An employee in this classification is responsible for installing and configuring system hardware, software, and communication network equipment; performing advanced troubleshooting and vendor technical liaison functions; and assisting in developing information management plans, researching and designing systems to implement plans, and developing and coordinating user training programs. Supervision may be exercised over other technical personnel. Work is performed under limited supervision.

REPRESENTATIVE TASKS:
- Performs a full range of system administration functions in order to control systems and attain maximum utilization and efficiency.
- Designs and implements system security measures such as backups, access control, system accounting, and disaster recovery in order to ensure and maintain system integrity and availability.
- Participates in the development and implementation of agency information system policy in order to establish agency operating standards and procedures.
- Develops, coordinates, and conducts agency-wide training programs in order to provide agency personnel with required skills and knowledge of system capabilities.
- Researches, recommends, installs, and configures hardware, software, and networks for PC’s/servers with multi-user operating and/or networking systems in order to establish and maintain agency information systems.
- Performs fault isolation and repairs in a complex computing/networking environment independently or in consultation with vendor or other technical personnel in order to diagnose and correct system problems.
- Participates in the development of internal data management plans and coordinates plans and activities with personnel of other agencies in order to avoid duplication of efforts, share information, and maximize system efficiency.
- Participates in the planning, implementation, and management of special projects in order to develop project management skills and provide assistance in achieving agency information systems objectives.
- Directs and oversees the work of system support staff in order to ensure work is accomplished in an efficient and effective manner.
KNOWLEDGES, SKILLS, AND ABILITIES REQUIRED:
- Knowledge of complex multi-user network systems.
- Knowledge of operating systems on PC’s and servers.
- Knowledge of complex software applications on PC’s, servers, and networks.
- Knowledge of proper computer system data security/backup procedures.
- Knowledge of basic supervisory techniques.
- Ability to develop and manage user-oriented computing activities.
- Ability to develop and coordinate training programs.
- Ability to train personnel in all phases of computer utilization and application.
- Ability to communicate effectively.
- Ability to write clearly and effectively.
- Ability to troubleshoot and solve complex technical computer problems.
- Ability to perform research and make recommendations to management on technical computer issues.
- Ability to draft agency automated information system policies, procedures, and standards.
- Ability to perform work requiring lifting and/or physical exertion may be required.
MINIMUM QUALIFICATIONS:
A minimum of 3 years of a combination of related post-secondary education, technical certifications, or technology related work experience. Related training, internship experience etc. may be credited as related experience on a month-per-month basis.
