The State of Maine Office of Information Technology is currently searching for a Systems Team Leader. The position will supervise a portion of the MaineIT team supporting the Department of Education Information systems.

WHAT WILL YOU DO?
This position will be the functional supervisor for technical members of an Application Development team. Using servant leadership approaches you will ensure our organization meets the needs of multiple, often concurrent running initiatives while also providing continual flow operational and production support. You will work with the broader development team to ensure tasks are assigned, completed on time and of appropriate quality. Additionally, you will provide leadership to:
- Ensure adherence to MaineIT policies and organizational Working Agreements.
- Analyze, identify and implement workflow improvement opportunities.
- Liaise across teams via effective conflict and impediment resolution.
- Coordinate team assignments and ensure equitable distribution of work efforts.
- Resolve and through proactive actions prevent Operational Support issues.
- Advance adoption and utilization of Use Case documentation.
- Advance automation and usage of SDLC Operational metrics reporting.
- Champion and expand utilization of Application Deployment Certification processes.
KNOWLEDGE, SKILLS & ABILITIES:
- Strong oral and written communication skills, including the ability to write clearly and effectively at a level appropriate to the target audience, which will include business users, senior business managers, project managers, and all levels of IT support and management.
- Be a highly organized self-starter capable of using professional judgement, prioritizing responsiveness, and applying critical thinking for problem resolution.
- Experience in Agile development methodologies and practices including both Scrum and Kanban
- Knowledge of both phased-base and iterative software development life cycles, as well as overall project management life cycle.
- Manage and coordinate small projects that involve multiple stakeholders.
- Practical experience with test planning, execution, and acceptance criteria.
- Facilitate meetings with business users and managers.
- Work closely with various functional areas of an IT organization.
- Agility and foresight to escalate issues in a professional manner.
- Provide oversight for staff assigned to projects and tasks.
- Ability to coach and foster an environment of continuous learning with IT staff.
- Must be able to accomplish tasks in a timely manner with limited supervision.
- Desire and commitment to a high level of support to the customer, while establishing and maintaining positive relationships.
MINIMUM QUALIFICATIONS:
Seven (7) years of progressively responsible experience in application system analysis and programming including a minimum of one (1) year in a working supervisor role -OR- a Bachelors Degree and 3 years of progressively responsible experience in application system analysis including a minimum of one (1) year in a working supervisor role -OR- a Masters Degree and 1 year of progressively responsible experience in application systems analysis in a working supervisor role.
