This position is assigned to Maine Revenue Services’ (MRS’) Property Tax Division and is responsible for supervision of State employees assigned to the Administrative Section. Responsibilities require independent judgment, initiative, and discretion to make determinations on varied matters, including interpretation of tax laws, MRS rules and regulations, and departmental policies and procedures.
Essential skills include knowledge and experience in supervisory principles, methods, and techniques; the ability to interpret and apply tax laws, rules, and regulations in varying situations; the ability to understand and promote management goals as they affect day-to-day operations; and the ability to effectively coach employees and conduct performance appraisals.
REPRESENTATIVE TASKS:
- Supervise staff assigned to the Property Tax Admin Unit.
- Plan, assign, instruct, review, and monitor the work of support staff.
- Coach employees in meeting performance standards.
- Review input/output of information from electronic information systems and develop/implement quality control standards for data input structures and output quality assurance.
- Assess unit needs, recommend, and implement improvements and procedures to meet the work goals. This responsibility will include writing and maintaining unit manuals.
- Participate in interviewing, selecting, orienting, training, and instructing new employees.
- Provide customer service for incoming calls to the phone queue, assisting users with questions pertaining to property tax and navigation of the MRS website.
- Coordinate work with external operational units/programs to enhance efficiency and achievement of operational goals.
- Adjust program/work operations and objectives to meet planned and unexpected change.
- Analyze personnel, operational, and organizational issues and problems; and develop timely and economical solutions.
- Advise superiors regarding the work/operations and act as “troubleshooter.”

MINIMUM QUALIFICATIONS:
Training, education, and/or experience in office and administrative support work that demonstrates 1) competency in applying a proficient knowledge of modern office practices to perform advanced administrative support tasks requiring specialized skills, and 2) the ability to use independent judgment, initiative, and discretion to make determinations on varied matters.
