OVERVIEW:
The Maine Office of Information Technology’s Application Development team is seeking a Senior Programmer Analyst to help build and support software applications for the Department of Inland Fisheries and Wildlife and other departments. The selected individual will work with a team of other dedicated developers to maintain the MOSES suite of applications and to develop new applications where needed.
This position offers the opportunity to work first-hand on the development and maintenance of IT systems supporting the State’s natural resources agencies using the Oracle technology stack.
Hybrid Work Opportunity – The employee in this position currently has the opportunity to work from home as much as 90% of the time provided the work is performed within the State of Maine. Regularly scheduled in-office days are also required 10% of the time.

WHAT WILL YOU DO?
This is technical services work involving the development, enhancement, and maintenance of a variety of complex systems. You will help to:
- Design, develop, test, and maintain application code.
- Partner with technical staff and end-users to test and refine your work.
- Work under limited supervision.
- Supervise, coach and train junior programmers.
- Comply with State of Maine standards for production, quality, and productivity.
- Train system end users, serve as an information resource, develop resource materials, and provide ongoing support.
- Respond to customer support escalations.
- Write documentation for system references.
- Support occasional off-hours system updates and patching.
- Stay on top of new technology trends and ongoing opportunities for education.
WE EXPECT:
- The preferred candidate will have demonstrated ability to define and resolve complex technical problems independently.
- The ability to effectively communicate orally and in writing to both technical and non-technical audiences.
- Five years’ experience with Java developing and supporting software applications, websites, web apps, web services, and mobile apps.
- Three years’ experience with Oracle databases and PL-SQL.
- Experience in the Spring Boot framework.
- Experience with Subversion, Git, and GitHub version control software.
- Experience with basic web technologies (HTML5, CSS3, etc.)
- Experience in Thymeleaf, Javascript, and Jasper Reports.
- Excellent organizational and time-management skills.
- Friendly and collaborative interpersonal skills.
MINIMUM QUALIFICATIONS:
- Four (4) years of computer programming experience utilizing higher level languages including two (2) years at the Programmer Analyst level or equivalent -OR-
- a Bachelors Degree in Computer Sciences including two (2) years at the Programmer Analyst level or equivalent.
- A Masters Degree in Computer Science may be substituted for one (1) year of programming experience.
The selected candidate will be required to pass the required background checks (fingerprinting may be required) as a condition of employment.
