The Department of Environmental Protection, Bureau of Land Resources (BLR) announces an Environmental Licensing Supervisor vacancy in Bangor.
BRIEF JOB DESCRIPTION: This position is a Regional Licensing Supervisor for the Licensing Division in the Bureau of Land Resources. This position is one of three regional managers responsible for overseeing permitting and compliance activities under the laws administered by the Land Bureau, including the Site Location of Development Law, Wind Energy Act, Stormwater Management Law and Natural Resources Protection Act. This position supervises licensing staff performing permit application reviews and is responsible for hiring and training new staff. This position must effectively communicate technical information with a wide variety of audiences, provide excellent customer service, ensure timely, accurate, and consistent action on project proposals and compliance issues, and assist with drafting guidance documents and Department rules. This position often provides guidance for and operates within an environment that requires conflict resolution skills and regular communication with the regulated community. This position also must work well as part of a team and be able to coordinate and collaborate with managers in other regional offices. This position analyzes complex legal and regulatory findings utilizing a variety of technical, scientific and legal information. This position is responsible for management of the most complex projects including those with regional or statewide significance and with the greatest probability of review by the Board of Environmental Protection or the courts. Leadership, high performance, and timeliness are the core responsibilities of this supervisory position.

MINIMUM QUALIFICATIONS: Advanced education, training, and/or experience in environmental science or a related scientific field and demonstrated experience directing, assigning, and appraising work for project teams, analyzing and processing permits, applications, licenses, and technical information, and drafting policies, rules, regulations, and/or complex technical documents in a scientific and/or legal field. Experience as a team lead with caseload oversight is required.
Preference will be given to candidates with the following skills and/or experience:
- Knowledge of federal and state environmental and land use laws, rules, regulations and policies
- Ability to communicate effectively
- Ability to establish and maintain effective working relationships
- Ability to analyze, interpret, and utilize complex technical and legal information
- Ability to interpret and explain federal and state statutes and regulations
