OVERVIEW:
The Department of Administrative and Financial Services (DAFS) Office of Information Technology (MaineIT) provides information technology support to over 13,000 employees. MaineIT oversees large scale enterprise applications that support the critical and diverse business needs of the State of Maine and its agencies.

ABOUT THE JOB DETAILS:
We are looking for a System Analyst to join our MaineIT Application Development Group, you will be part of the Department of Administration and Financial Services.
This position plays a critical role in supporting the State’s enterprise HR, Payroll, and financial systems by ensuring effective training delivery, organizational readiness, and clear communication of system changes in a production environment.
This position focuses on applying system analysis and organizational change management principles to support the adoption and effective use of enterprise systems, including Workday. The role translates complex business needs into user-centered training, communication strategies, and change enablement plans, while supporting system enhancements and production operations. Responsibilities include developing training materials, preparing communications, and contributing to change impact assessments and system design discussions with a focus on user experience and business process impacts.
The position also includes oversight of daily support activities, identifying trends and knowledge gaps, and driving continuous improvement. The role partners closely with cross-functional teams to ensure training, communication, and change readiness are integrated into solution delivery. Work is performed under limited supervision.

WHAT WILL YOU DO?
As PRISM HRMS System Analyst, you will join the PRISM systems team to support the adoption, enhancement, and ongoing use of the PRISM HRMS platform. This includes leading training initiatives, developing communication strategies, and supporting organizational change efforts for new modules, system enhancements, and production operations.
You will leverage your HRMS expertise and strong communication skills to engage stakeholders across the organization, ensuring users are informed, prepared, and supported through system changes while driving adoption and continuous improvement.
- Deliver role-based PRISM HRMS training to employees, managers, and functional teams
- Develop and maintain training materials, job aids, and user guides
- Lead training and readiness activities for Workday releases and enhancements
- Create and execute communication plans for system updates and issues
- Translate complex system changes into clear, user-friendly messaging
- Conduct change impact assessments and support OCM strategies
- Partner with HR, Payroll, Finance, and IT to support production operations
- Monitor support trends and identify training and communication gaps
- Drive user adoption and continuous improvement efforts
- Participate in release planning and deployment readiness activities
- Provide input on user experience and business impacts
- Support documentation, audit, and compliance requirements
- Team member may be required to perform other duties as assigned

KNOWLEDGE, SKILLS & ABILITIES REQUIRED:
- Experience supporting enterprise systems in a production environment
- Experience developing and delivering training (instructor-led, virtual, and/or digital learning)
- Understanding of organizational change management principles and practices
- Experience creating user documentation, job aids, and communication materials
- Managing tasks in JIRA (or a similar tool) to facilitate releases and deployments
- Working closely with all functional areas of an IT organization and business relationship management
- Familiarity with system release cycles, enhancements, and production support processes
- Strong written and verbal communication skills
- Ability to translate technical concepts into clear, user-friendly content
- Strong stakeholder engagement and relationship management skills
- Analytical thinking with the ability to identify trends and recommend solutions
- Ability to manage multiple priorities in a fast-paced environment
- Strong organizational and problem-solving skills
- Ability to prioritize, remain calm under pressure, pay attention to detail and make decisions independently on fact-based data and analysis.
- Strong presentation and communication skills, comfort interacting across all management levels.

MINIMUM QUALIFICATIONS:
A four (4) year combination of higher-level programming and or systems analysis and design experience. A Masters Degree from an accredited educational institution in Computer Science may be substituted for two (2) years of programming experience.
Preference will be given to those with:
- 3+ years of experience in HRMS systems (e.g., Workday), training, organizational change management, or communications
- Experience in public sector or large, complex organizations
- Experience with application support and development in a team environment
- Knowledge of OCM methodologies
- Experience with Microsoft 365 tools (Teams, SharePoint, PowerPoint)
- Experience with learning management systems (LMS) or digital adoption tools
