Job Description
The Program Controls department at Bath Iron Works is charged with ensuring that all program efforts are executed in a manner consistent with the various contract types, terms and conditions agreed upon at the time of negotiation of each contract. These obligations are to ensure that the appropriate business model is being adhered to in order to safeguard profit maximization.
The Program Analyst position is responsible for maintaining and reporting on the financial and contractual health of the Post Delivery & Service contracts that Bath Iron Works enjoys with the United States Navy. This includes applying project management principles to assigned projects, as well as day-to-day maintenance of the BIW cost systems and data reporting platforms.
The basic core job functions include, but are not limited to:
- Measure and monitor program performance, including the impact of programmatic decision making on future performance.
- Ensure actions taken to execute contract are in alignment with the business model that supports contract specific terms and conditions.
- Deliver program metrics and reporting to leadership and interpret use of that information by way of recommendations for action.
- Work directly with Navy customer to manage workload and dependent funding status.
- Coordinate with Navy Contracts and Finance on all matters relating to funding, contractual concerns and formal communications.
- Responsible for coordinating and tracking funding health and status of all contract line items.
- Track team wide funding depletion status & burn rate of an incrementally funded contract.
- Manage project level Estimates at Complete (EACs), inclusive of labor and material estimates, as well as subcontractor/vendor commitments.
- Responsible for the data management and data integrity of the BIW approved cost system (Deltek Cobra).
- Collaborate with functional leads across multiple BIW departments to facilitate the execution of DDG(X) contract scope.
- Help interpret and communicate contractual and financial restrictions/requirements and guidelines to senior managementEstablish & maintain contract budget baselines.
Required/Preferred Education/Training
- Bachelor's degree in Technical/Engineering, Business Administration, Finance, Accounting, or a related field required.
- Strong critical analysis skills and business acumen.
- Ability to frame up issues, options, and solutions for business decision-making.
- Demonstrated critical and strategic thinking skills.
- Ability to work at different levels of detail and concisely summarize complex issues; comfortable with ambiguous task assignments.
- Intermediate to advanced Microsoft Access and Excel skills required to manage & manipulate data/information.
- Earned Value Management experience a plus.
- Experience with Deltek (Cobra/Open Plan) & SAP also a plus.
Required/Preferred Experience
- 3 or more years of relevant business experience preferred.
- Prior experience in Government Contracting; Program Controls/Finance; Cost Accounting preferred.
- Good project management skills including prioritization of multiple tasks and deliverables.
- Ability and drive to work independently and within a dynamic team environment.
- Ability to build strong relationships across the BIW organization is critical.
- Strong organizational and time management skills.
- Highly motivated person with proven analytical skills.
- Adept at prioritizing and managing to deadlines.
