Who are we?:
The Bureau of Motor Vehicles is seeking self-motivated candidates to fill the Motor Vehicle Detective position in the Enforcement Services Division. As a member of our team, you will play a vital role in licensing, regulation, and enforcement of laws concerning various types of vehicle dealers, title fraud, odometer fraud, auto theft investigations, registration evasion, insurance fraud, driver license and state identification card fraud, and various types of consumer complaints. Work includes conducting complex field investigations, preparing comprehensive reports, recommending completed investigations for prosecution, and testifying at legal proceedings. Work is performed under limited supervision.
Work hours for this position are Monday-Friday 8:00am-5:00pm.
Responsibilities include but are not limited to:
• Conducts in-depth investigations pertaining to stolen vehicles, title, license, registration, identity, and insurance fraud and anti-theft matters in order to enforce motor vehicle and criminal laws.
• Conducts internal and external investigations in sensitive areas such as theft by employees, municipalities, workers compensation claims, and complaints against motor vehicle employees in order to provide management with facts upon which corrective action can be taken.
• Prepares and executes arrests and search warrants; issues summonses; serves suspensions; retrieves plates, licenses, and ID cards; and procures fees in order to enforce applicable laws, rules, and regulations.
• Conducts investigations into automobile dealerships in order to ensure compliance with all applicable rules, regulations, and laws.
• Conducts in-depth investigations into suspected fraud on petitions for special and related social referendum in order to ensure compliance with appropriate statutory procedures.
• Conducts in-depth investigations into suspected cases of odometer and financial fraud in order to enforce motor vehicle and criminal laws.
• Conducts investigations into automobile salvage operations including Auto Graveyard and Recycler laws in order to ensure compliance with all applicable rules, regulations, and laws.
• Testifies in civil, district, superior, and federal court in order to present investigative findings.
• Prepares and submits comprehensive investigative reports in order to document activities.
• Prepares and presents cases, evidence, and witnesses in District Court in order to prosecute routine criminal offenses.
• Answers questions of customers, dealers, lien holders, law enforcement officials, and others in order to provide information on motor vehicle and criminal laws, rules, regulations, operations, and procedures.
• Cooperates and coordinates activities with national, international, state, local police, sheriffs, district attorneys, and other law enforcement agencies when executing legal and law enforcement related actions.
• Plans, prepares, and presents training programs in order to enhance awareness and understanding of Motor Vehicle laws, rules, and regulations.
• Serves on various committees (e.g. goals committee, law and legislation committee, training committee) in order to participate in the development of unit goals and objectives, to propose new legislation and changes to existing legislation, to increase the efficiency and effective of the unit, and to locate and suggest training opportunities.
In order to be successful, you must have:
• Intermediate computer skills
• Knowledge of Microsoft Office Suite
• Ability to work independently or collaborate with team members
• Knowledge of Maine Motor Vehicle Law (Title 29A).
• Knowledge of law enforcement methods and procedures.
• Knowledge of investigation principles, practices, and procedures.
• Ability to communicate effectively both written and verbally.
• Ability to research and interpret law correctly.
• Ability to conduct investigations, elicit information, and compile facts.
• Ability to analyze information, reach logical conclusions, and make sound decisions and recommendations.
• Ability to prepare comprehensive reports.
• Ability to prepare and present court testimony and cases.
• Ability to establish and maintain effective working relationships with other agencies.
MINIMUM QUALIFICATIONS: (Entry level knowledges, skills, and/or abilities may be acquired through, BUT ARE NOT LIMITED TO the following coursework/training and/or experience).
- In order to qualify you must have a four (4) year combination of education, training, and/or experience in law enforcement.
LICENSING/REGISTRATION/CERTIFICATION REQUIREMENTS: (These must be met by all employees prior to attaining permanent status in this class).
- Must possess a valid class “C” Maine Driver’s License and ability to obtain and maintain certification as a law enforcement officer through the Maine Criminal Justice Academy.
Preference will be given to those with:
- At least 5 years of Law Enforcement experience
