The Maine CDC Division of Disease Surveillance is looking for a Senior Health Program Manager to provide leadership for Infectious Disease Prevention Program, which includes HIV/STD Prevention, Viral Hepatitis Prevention, Syringe Service Programs, Mpox, and HIV Care. The Program Manager directs the planning, implementation, and evaluation of the Program.
This position oversees the development and administration of programming and service delivery systems to ensure effective research-based prevention programs are implemented statewide.
Core Responsibilities:
As a key member of the Infectious Disease Prevention team, your core responsibilities will include:
• Developing and administering the program budgets.
• Responding to and managing federal funding awards.
• Ensuring programmatic alignment with evidence informed practice and data-driven needs.
• Actively participating in Division-wide activities relating to the development and support of environments that promote health and support and reinforce healthful behaviors.
• Monitoring and evaluating data to identify implications for short and long-range planning.
• Providing strategic direction and oversight of all contracts within the program.
• Managing the competitive procurement and contracting process for all supported agreements.
• Leading relevant advisory boards to elicit and receive stakeholder feedback as stated in statute and required by federal agreements.
• Supervising program staff, including delegation of activities and managing other personnel issues.
• Representing the program at local and national meetings, conferences, and trainings.
Minimum Qualifications:
A Bachelor’s Degree in Public Health or Health Sciences, Health Education, one of the Behavioral Sciences, Public Administration, or Education - AND - four (4) years’ experience in health program planning, development, implementation, and evaluation - OR - an equivalent eight (8) year combination of education, training, and experience.
Preferred candidates will also have:
• Excellent oral and written communication skills
• Knowledge and experience with public health systems including HIV, STDs, viral hepatitis and Mpox.
• Knowledge and experience with harm reduction principles and/or syringe service programming.
• Knowledge and experience with systems of care and eligibility.
• Knowledge and experience with federal grant writing and reporting.
• Ability to establish and maintain effective working relationships with a diverse group of internal and external partners
• Ability to guide strategic discussions and assist groups reach decisions that will further the mission of the Infectious Disease Prevention program.
