Job Description:
This is professional services work of a managerial nature in planning, developing, and directing the activities of a tax section within Maine Revenue Services.
The position is responsible for organizing, coordinating, and administering the evaluation of security policies, activities and operational security plans to verify that the agency is adhering to all applicable legal requirements, rules, regulations, and policies; and coordinates the response to external audits.The position is also responsible for the implementation of security projects and drafting RFPs, RFIs and contracts.
The work includes ensuring agency-wide conformity to policies and audit compliance to maintain effective security controls for tax program functions in adherence with complex security controls established by the Internal Revenue Service (IRS) and the National Institute of Standards and Technology (NIST).
Supervision is exercised over professional, technical, and office support staff and requires implementing and complying with human resource laws, policies, procedures and practices. Work is performed under administrative direction.
Typical Duties (A position may not be assigned all the duties listed, nor do the listed examples include all the duties that may be assigned):
- Plans, develops, and directs highly specialized security tax support functions to ensure established goals and objectives of the division and agency are met.
- Responds to internal and external security policy audits.
- Analyzes and evaluates IRS, NIST, MRS and State of Maine policies, procedures, regulations and law to determine that the agency is adhering to security controls.
- Develops plans, analyzes, and evaluates policies and procedures that bring MRS in compliance with complex system security controls established by the IRS and NIST.
- Conducts security and administrative analysis of regulatory proposals to assess impact on division and agency operations.
- Develops and drafts recommendations for new or revised laws, rules, regulations, and policies for security, correctness and enforceability.
- Conducts training to educate staff on the use of tax-related security plans, policies and systems.
- Drafts, manages, and tracks RFPs, RFIs and contracts.
- Manages the implementation of security projects.
- Collects and evaluates pertinent data related to security projects to develop reports and recommendations, summarize information, and document trends and results.
- Provides cost projection information and analysis to keep administrators informed of operational needs, project status, and resources impact.
- Provides expert technical advice and consultation to management, stakeholders, and professional staff regarding security standards and associated business practices.
- Responds to requests for information on security regarding tax laws and administrative procedures to answer inquiries and provide technical interpretations and advice to management, stakeholders and professional staff regarding security standards and associated business practices.
- Interviews and selects candidates to ensure adequate and qualified staff to perform tax support (security) functions.
- Implements and complies with human resource laws, policies, procedures and practices such as: AA/EEO, recruitment, employment, position classification, performance appraisals, training, discipline, contract administration, human resource components of security protocols of agency information security and confidentiality policies, and employee safety.
- Manages the Tax Division during absence of director and deputy directors to provide continuity of operations.

- Knowledge of Maine Tax laws, rules, regulations, and procedures.

- Knowledge of Maine Civil Service system.
- Knowledge of applicable collective bargaining agreements.
- Knowledge of IRS and NIST security controls.
- Ability to plan, develop, and direct the activities of a tax section.
- Ability to analyze information, develop plans, draw logical conclusions, and make sound decisions and recommendations.
- Ability to establish and maintain effective working relationships.
- Ability to communicate effectively orally and in writing and influence the behavior and thinking of others.
- Ability to manage multiple large complex projects/activities simultaneously.

MINIMUM QUALIFICATIONS
- A Bachelor’s Degree in Accounting, Business or Public Administration, or related field and four (4) years professional level experience in taxation including at least two (2) years in a supervisory capacity.
Preference will be given to candidates with project management experience and experience evaluating security policies, activities, security plans and regulatory guidelines that protect federal and state of Maine tax data, for internal audits and in response to external security audits.
