We currently have two Business System Manager openings statewide in Maine with hybrid remote work possible, including at other agency locations. Per current state policy, only applicants who reside or plan to reside in Maine will be considered for this position. Statewide travel may be required to meet with team members, colleagues, and other partners. This position will oversee both in-office and remote-working staff located throughout the state.
The Bureau of Unemployment Compensation is responsible for administering the unemployment insurance program and is currently looking for individuals tojoin our ReEmployME application team. Maine is a member of the multi-state ReEmployUSA Consortium. The ReEmployME system is our main case management application used to determine employer tax liability, employer unemployment insurance tax rates, and employer contributions, as well as to determine eligibility for unemployment insurance and the distribution of benefits.
The ideal candidate will have project management experience in (technical) projects. In addition to managing new projects, this position will also manage other maintenance and support tasks to ensure enhancements and fixes are implemented timely and according to a preset build schedule. Daily tasks will include directing vendor and bureau staff to define business requirements, protocols, and controls, addressing operational needs and resource priorities, assessing risk factors, and maintaining quality standards. Experience with the software development life cycle is a plus.
Additionally, this position provides managerial oversight of a multi- level training and application helpdesk team comprised of professional level staff.

Primary responsibilities include:
- Directs others in operation planning, evaluation, and system project design activities in order to ensure current and new projects meet goals and objectives.
- Oversees development of business plans, quality controls, and complex documents in order to ensure proper delivery of program services and product deliverables.
- Develops project plans and identifies critical control points and preventive measures in order to establish critical limits, monitor procedures, and formulate corrective actions.
- Collects and evaluates pertinent data, including costs, related to projects and proposed legislation in order to develop reports and recommendations, summarize information, and document trends and results.
- Collaborates with stakeholders, vendors, project teams, and managers to discuss problems, adjust plans, and implement organizational solutions.
- Oversees the development and integration of performance measures into business processes, and tests system improvements to administer and monitor system changes.
- Negotiates contracts and contract renewals and manages contracts and vendor performance issues to ensure adherence to service deliverables and authorize payment.
- Oversees management analysts in identifying, developing, and creating curriculum to [present to business users, consulting with multi-level teams in identifying training needs and development opportunities.
- Implements and complies with human resource laws, policies, procedures, and practices such as: AA/EEO, recruitment, employment, position classification, performance appraisals, training, discipline, contract administration, human resource components of security protocols of department information security and confidentiality policies, and employee safety.
Skills or knowledge required:
- Knowledge of project management principles, methods, and techniques for developing, scheduling, and coordinating projects and resources.
- Knowledge of applicable state and federal laws, rules, and regulations.
- Knowledge of quality assurance, risk assessment, and risk mitigation principles and methods.
- Knowledge of systems development life cycles used to plan, develop, implement, operate, and maintain information systems.
- Knowledge of organizational and business procedures, workflow, costs, protocols, policies, and functions.
- Knowledge of human resources, financial, and contracting practices and procedures.
- Knowledge of staff training and development techniques.
- Ability to develop evaluation and monitoring systems.
- Ability to communicate and influence the behavior and thinking of individuals.
- Ability to establish and maintain effective working relationships.
- Ability to assess, identify, and respond to employee training needs.
- Ability to write technical reports and documents.
Minimum qualifications:
An eight (8) year combination of education, training, and/or progressively responsible professional experience in project management, systems analysis, business analysis, or related field that demonstrates a thorough knowledge of systems improvement and project management concepts and the ability to develop and implement business plans. Experience must include at least two (2) years supervising teams and/or units.
