This is a full-time limited period position located in Augusta. This opportunity allows partial telework with management approval.
Maine CDC is looking for a Public Service Manager to provide leadership for workforce recruitment, retention, development initiatives, and fostering supportive work culture. This position is part of the Operations management team, supported by the Public Health Infrastructure Grant. This position is responsible for setting the strategic direction and providing oversight for workforce activities at Maine CDC, including the implementation of Maine CDC’s Workforce Development Plan and related strategies in Maine CDC’s Strategic Plan. The leadership provided by this position will enhance Maine CDC’s ability to reduce vacancies, recruit exceptional and dedicated talent, increase retention, and ensure that Maine CDC staff are provided with training and professional development that will ensure effective use of all personnel that strengthens the foundation of Maine’s public health infrastructure.
This position directly supports the Workforce Strategy in Maine CDC’s $23 million Public Health Infrastructure Grant, and responsibilities include overseeing grant evaluation requirements, budgeting and expenditures, sub-recipient activities, approving invoices and payments, and contributing to Federal progress reports. This work is done collaboratively alongside Maine CDC leadership.
As the Workforce Director, you will provide leadership, oversight, and accountability to the Workforce Development Plan implementation and revisions, support hiring managers, the personnel coordinator, and DHHS personnel staff to reduce vacancies and hiring timelines, develop creative strategies for recruitment, increase retention, and foster staff satisfaction. You will organize and direct workforce projects, staff and functions, establish workforce development priorities, and ensure that workforce objectives and standards are established and attained.
Core Responsibilities:
As a key member of the Maine CDC Operations team, your core responsibilities will include:
• Design and implement workforce strategies to align with Maine CDC’s strategic plan.
• Provide programmatic and budgetary oversight to workforce development projects across Maine CDC in collaboration with key Federal, state and local agencies.
• Develop a workforce plan to improve recruitment, retention, and workforce within Maine CDC.
• Oversee the workforce strategy in Maine CDC’s $23 million Public Health Infrastructure Grant, including grant evaluation requirements, grant budgeting and expenditures, sub-recipient monitoring and related activities, approving invoices and payments, and contributing to Federal progress reports.
• Complete and coordinate federal grant applications and write and submit progress reports to Maine CDC Leadership and federal agencies.
Minimum Qualifications: (Entry level knowledges, skills, and/or abilities may be acquired through, BUT ARE NOT LIMITED TO the following coursework/training and/or experience).
A Bachelor’s Degree in Public Health, Human Services or a closely related field, and four years’ experience in workforce development, human resources, program management, including at least three years’ experience at a supervisory or consultative level. Related experience may be substituted for education on a year-for-year basis.
Preferred candidates will also have:
• Excellent oral and written communication skills.
• Strong collaboration and program planning skills.
• Ability to gather, synthesize, and summarize a variety of information
• Knowledge of supervisory and management methods and human resources principles and practices, including in the areas of recruitment and retention.
• Demonstrated skill applying best practices and standards for workforce development and training, recruitment and retention.
• Ability to establish and maintain effective working relationships with a diverse group of internal and external partners
• Performance improvement skills, including the ability to integrate qualitative and quantitative information into implementation and evaluation program activities.
• Ability to integrate systems thinking not public health practice and workforce development activities.
