This is a full-time limited period position located in Augusta. This opportunity allows partial telework with management approval.
Maine CDC is looking for a Data Modernization Director to provide leadership to Maine CDC’s data modernization initiatives. This position is part of the Operations management team, supported by the Public Health Infrastructure Grant. This position is responsible for setting the strategic direction and providing oversight for data modernization activities across Maine CDC, including the implementation of related strategies in Maine CDC’s Strategic Plan, and for coordinating with Maine Office of Information Technology (Maine IT) on provisioning of technology initiatives on behalf of Maine CDC. The leadership provided by this position will ensure a coordinated and strategic approach to implementation, utilization, modernization, and management of the informatics for public health improvement.
This position directly supports the data modernization strategies in Maine CDC’s $23 million Public Health Infrastructure Grant, as well as other data modernization activities. Responsibilities include overseeing grant-related requirements for data modernization as it pertains to evaluation, budgeting and expenditures, and sub-recipient activities, and Federal reporting. This work is done collaboratively alongside Maine CDC leadership and Maine IT. As the Data Modernization Director, you will provide leadership, oversight, and accountability to data modernization, interoperability, and informatics projects. You will organize and direct projects, staff, and functions in order to establish operational priorities and coordinate operations with other projects within the agency and ensure program objectives and standards are established and attained.
Core Responsibilities:
As a key member of the Maine CDC Operations team, your core responsibilities will include:
• Provide strategic guidance and leadership to informatics and information technology initiatives across Maine CDC.
• Develop strategic plans for data infrastructure, including designing and implementing a Maine CDC data modernization and informatics plan.
• Establish a framework for data collection and access across Divisions.
• Leverage existing information technology systems to modernize and streamline data analytics.
• Provide programmatic and budgetary oversight to data modernization and informatics across Maine CDC in collaboration with Maine IT and key Federal, state and local agencies.
• Work with Maine CDC staff to complete and coordinate applicable federal grant applications.
• Assist with state and federal reporting requirements.
• Provide progress reports to Maine CDC by developing content, Leadership and federal agencies.
Minimum Qualifications:
A Bachelor’s degree in public health informatics, informatics, data science, computer science or a closely related field, and six years’ experience in public health informatics, IT project management, or program management, including at least three years’ experience working on Informatics or IT-related projects. Related experience may be substituted for education on a year-for-year basis.
Preferred candidates will also have:
• Excellent oral and written communication skills.
• Strong collaboration and program planning skills.
• Ability to gather, synthesize, and summarize a variety of information.
• Knowledge of informatics and data management principles and practices, including in the public health data management.
• Demonstrated skill applying best practices and standards for informatics project design and implementation.
• Ability to establish and maintain effective working relationships with a diverse group of internal and external partners
• Knowledge of interoperability standards, including HL7, USCDI+, FHIR, etc.
• Performance improvement skills, including the ability to integrate qualitative and quantitative information into operational activities.
• Ability to integrate systems thinking into public health practice and informatics activities.
• Ability to use cost-effectiveness, cost-benefit, and cost-utility analyses in programmatic prioritization of decision-making.
• Knowledge and experience in public health data modernization projects.
