REPORTS TO: Director of Finance and Administration & Member Benefits Manager
WORKS WITH: VEBA/MSEA Clerk, Finance & Administration Clerk, Receptionist, other MSEA staff, members, state agencies, medical care providers, insurance companies, and auditors.
OVERALL RESPONSIBILITY: The Short-Term Disability Clerk assists in determining eligibility for participation in the MSEA short-term disability benefit (Income Protection Plan) and the processing of claims. This position will also perform a variety of duties specific to the financial operations of the Union.
JOB DEMANDS: This is an hourly, full-time position that requires strong accounting, administrative, and human relations skills.
COMPETENCIES:
· Application of bookkeeping principles and methods to the maintenance of specialized accounting and financial records following standard operating procedures
· Ability to compile information and prepare reports
· Ability to prioritize and plan work activities and manage time efficiently in order to meet deadlines
· Demonstrated experience with Customer Relationship Management systems and/or strong database, spreadsheet, and computer skills
· Ability to reconcile data
· Strong communication skills
· Knowledge of Workers’ Compensation, State of Maine Health Insurance Plan, Family Medical Leave Act, and Maine State Retirement Disability Retirement (preferred).
· Knowledge of Generally Accepted Accounting Principles
KEY AREAS OF RESPONSIBILITY:
· Process applications for enrollment in the Income Protection Plan, to include payroll deduction, data entry, document mailing, and filing
· Work with payroll clerks to correct errors
· Terminate closed claims with third party
· Receive phone calls and walk-in visits from VEBA claimants and provide information as needed
· Follow up with new MSEA members to ensure they are aware of this benefit
· Process accounts payable, write checks for MSEA dues and premium transfers, and input claims to comply with checks and balances
· Process mail and daily deposits for the Income Protection Plan & MSEA
· Process claims, investigate, and verify medical documentation; determine eligibility and coordinate with health care insurance carriers to assist plan members in securing benefits
· Reconcile bank statements as needed
· Backup VEBA / MSEA Clerk and Finance & Administration Clerk
· Assist in all areas of Finance and Administration as needed
· Other duties as assigned.
