Position summary:
The ITS manages the implementation of Independent Spent Fuel Storage Installation (ISFSI) programs and procedures. This individual may act in the ISFSI Operations Specialist’s stead.
There are two fulltime ISFSI Technical Specialists for each site (total of six full‐time employees). This position principally supports the specific site to which it is assigned, but it also supports the other two sites. The ISFSI Technical Specialist is required to qualify for Unescorted Access Authorization and the capability to access Safeguards Information.
It is a full-time position that supports the nuclear facility at Maine Yankee in Wiscasset, ME, the position reports to work on site. Regular schedule is Monday - Thursday.
Reports to: ISFSI Manager
Salary Range: $113,000 – $160,000
Primary Duties and Responsibilities:
· Prepares, reviews, and approves procedures and revisions
· Initiates, owns, and evaluates Condition Reports as appropriate
· Prepares and reviews Regulatory Reviews
· Prepares and reviews Regulation Change Applicability Screens, and revisions to Regulatory Compliance Matrices
· Assists with reportability determinations as requested
· Supports implementation of the procurement process
· Supports the implementation of the receipt inspection, storage, and control of purchased equipment, material, and services
· Serves as a designated instructor when requested
· Assists the ISS-Supervisor with or prepares operability/functionality determinations
· Develops and review dispositions of non‐conforming items
· Develops, reviews, and implements work orders to support operational and maintenance activities.
· Assist with the design control program and processes (e.g. Technical Evaluations, Design Change Records etc.)
· Responsible for providing management oversight of the Security Contractor and driving operational accountability through effective change management and leadership development processes.
· May serve as observer or evaluator to assess drill/exercise performance (if requested)
· Supports Emergency Plan drills/exercises
· Supports implementation of Infrequently Performed Tests or Evolutions
· Prepares, reviews, and approves written reports and correspondence required by regulations
· Ensures excavations and environmental compliance are considered during the work planning process and coordinates these with contractors
· Assists in limiting quantities of transient materials, flammable/combustible liquids and gases
· Serves as an inspector of the Vertical Concrete Casks and ISFSI Pad (if requested)
· Manages implementation of cask temperature monitoring calibration verifications
· Conducts Fire System surveillances (if requested)
· Conducts Fire Detection System surveillances
Qualifications (Required and Desired):
Required
· Minimum of 7+ years of experience in a nuclear power plant environment, including operations, decommissioning, and/or Independent Spent Fuel Storage Installation (ISFSI), or comparable industrial experience
· At least 3 years of professional-level experience in one or more of the following areas:
o Nuclear services
o Operations
o Maintenance
o Engineering
· Demonstrated ability to assess technical issues and determine when to engage consultants or contractors for matters beyond internal expertise
· Up to 2 years of required experience may be substituted with relevant academic education or technical training (on a 1:1 basis)
· High school diploma or equivalent required
Desired Experience/Background:
· Graduate of a four‐year accredited engineering or science college or university, or the equivalent in education (college‐level course work, associate degree, non‐technical degree, etc.) and/or practical experience
· Necessary knowledge and experience to determine when to call consultants and contractors for dealing with problems beyond the scope of owner‐organization expertise
· Operational knowledge of Nuclear Power Plants and ISFSIs
· Diverse background and experience in technical areas necessary to support ISFSI operations
· A working knowledge of 10 CFR Regulations
