Position: Outreach Coordinator: Expanding Access to Women’s Health

Job Description
The Office of the Health Insurance Marketplace (OHIM), an office within the Maine Department of
Health and Human Services, is seeking an outreach coordinator to manage and coordinate all efforts related to the office’s work on the Expanding Access to Women’s Healthcare Grant.
This position is a 40-hour per week full-time position with a hybrid work from home- in-person office location in Portland, Maine. The pay range for this position is $31.00 - $33.00 per hour, based on experience.
Job Responsibilities:
- Outreach and Education Activities: Implement outreach and education plans as outlined in the Expanding Access to Women’s Health Care work plan to improve awareness of marketplace and MaineCare coverage for services related to reproductive and maternal health across targeted populations. Work directly with community partners and funded subaward recipients to implement outreach and education plans. Work with marketing vendor to develop appropriate outreach materials. Attend events and meetings on behalf of the marketplace, as appropriate.
- Consumer Education Material Creation: Develop communication materials for outreach purposes that build off materials created by the marketing vendor. This may include flyers, posters, email communication and social media posts for marketplace consumers and outreach partners.
- Project Work: Coordinate with teams within OHIM, the Office of MaineCare Services (OMS), and outreach partners to collect, process, and synthesize feedback that helps to inform and guide sound programmatic decisions and future planning.
- Grant Reporting: Work directly with subaward recipients on monthly progress report. Oversee all programmatic reporting required by funding agency
- Meeting Coordination and Facilitation: Working with OHIM and OMS staff, coordinate workshops, focus groups and other relevant meetings as detailed in the grant workplan.
Qualifications:
- Education: A bachelor’s degree in public health, communications, psychology, or a related field.
- Community Outreach: 3-5 years experience developing and maintaining positive relationships with community organizations on health-related outreach or advocacy efforts, ideally in the State of Maine.
- Communication: Strong written and oral communication skills. Proven ability to develop promotional and educational materials for various audiences. Experience in developing, implementing, and evaluating consumer outreach campaigns. Experience providing oversight for partner organizations. Experience with graphic design software, social media platforms and email campaign software.
- Time Management: Exceptional attention to detail and the ability to work on multiple tasks and projects at the same time.
- Subject Matter Expertise: Knowledge of policies impacting commercial health insurance markets, specifically the Affordable Care Act, and broad knowledge of women’s reproductive health and maternal health is preferred.
