The Compliance Division within the Bureau of Human Resources has an exciting new opportunity for a Policy Development Specialist! The Policy Development Specialist will play a critical role in ensuring compliance with the State’s compensation and classification system and rules; and will lead the team in developing a comprehensive plan and procedure to review and update job descriptions as required by statute. This position will also serve as a subject matter expert and team member assigned to work with a selected vendor for a comprehensive classification review in 2025, as well as a subject matter expert assigned to work closely with HR partners as we transition to a modern HR system.
While no two days are the same, in this role you can expect to also:
- Review and analyze requests for job classifications, reclassifications, and range reallocation;
- Research and gather, from appropriate public and private entities, comparable classification and compensation data;
- Interview employees, supervisors, and managers to gather information;
- Make determinations and recommendations based on classification and compensation matters;
- Partner with HR and management on the development and implementation of policies, procedures, and best practices;
- Testify at hearings and proceedings in support of findings and recommendations.
To be successful, you must …
- Work well independently and with a high degree of discretion in the development and application of classification and compensation studies, market pay studies and civil service matters.
- Demonstrate strong leadership skills and the ability to effectively communicate to Human Resources partners how to comply with the State’s rules, laws and collective bargaining agreements.
- Be able to collect data and conduct studies and analyses of classification and compensations systems, synthesize information from multiple sources, and provide clear results and recommendations.
- Possess a knowledge of statistics and statistical analysis policies and procedures.
- Understand State of Maine Civil Service Laws and Rules
- Possess strong analytical skills and be highly detail oriented.
MINIMUM QUALIFICATIONS
Candidates must demonstrate skills and experience in:
- Effective written and oral communications, and
- Evidence gathering and analysis, and
- Report writing and presenting recommendations
Preference will be given to candidates with experience working with the State’s compensation and classification systems.
Preference will also be given to candidates who submit both a cover letter and a resume.
