The Office of Tax Policy (OTP) within Maine Revenue Services is now hiring a Research Coordinator to join their team. This role provides analysis, project coordination, and tracking systems support for OTP’s economic and legal policy analysis team regarding a wide range of policy projects, tax legislation (including tax-related budget bill matters), and implementation of newly enacted tax changes. The position will provide support on preliminary tax policy research of Maine, multi-state, and federal tax topics, and partner on document drafting and management. In addition, the Research Coordinator will evaluate, design, and collaboratively implement improvements to OTP’s work processes, systems, and use of technology.
The Research Coordinator position is a full-time position based in Augusta, with a partial telework schedule available with management approval.
WHAT YOU WILL DO:
- Develop and track OTP project agendas, goals, and timelines.Identify priorities and recommend specific next work project steps and timelines for OTP staff to meet based on assigned priorities.
- Track tax legislation and legislative reports through all stages; flag key issues for OTP legal staff and OTP Associate Commissioner for Tax Policy; coordinate and assist with initial drafts of legislation summaries, memoranda, and testimony; and ensure timely submission of final versions of those documents by OTP to DAFS, GO, and appropriate Legislative Committees.
- Review and recommend changes in OTP procedures, practices, and records and information management systems.
- Develop and update the OTP-Legal Work Manual to track and improve work methods, templates, and performance metrics, further best practices, and provide project status updates.
- Provide basic research and drafting for OTP comparative tax analysis on selected tax issues.
SUCCESSFUL CANDIDATES WILL HAVE:
- Education or experience in law, public policy, economics, accounting, or business analysis
- Paralegal training, or equivalent, with certificate and paralegal experience preferred
- General knowledge of law and government; knowledge of legislative process
- Strong written and verbal communication abilities
- Excellent listening and teamwork skills
- Technology proficiency (Microsoft office, intermediate spreadsheet/database ability)
- Ability to research tax policy and issues in an organized manner
WHO WE ARE:
The Office of Tax Policy is responsible for:
- providing economic and legal policy analysis on tax issues;
- oversight of tax legislation review;
- preparation of revenue forecasting and tax expenditure reports;
- comparative evaluation of tax systems;
- establishment of policy criteria reflected in Maine Revenue Service (MRS) rules and advisory rulings; and
- related public relations.
MINIMUM QUALIFICATIONS
- Four years education or experience in law, public policy, economics, accounting, or business analysis.Paralegal training, or equivalent, with certificate and paralegal experience preferred.
