SCOPE OF WORK
Maine Connectivity Authority (MCA) is a quasi-governmental agency, led by an experienced team and a board appointed by the Governor. Created in 2021 to address the state’s need for access to reliable, high-speed internet connectivity, MCA serves as the primary agency to plan, develop, manage, and invest in broadband for Maine.
High-speed internet access is essential to participation in the modern economy and has the potential to dramatically improve Mainers’ quality of life. The MCA is designed to be proactive in decision-making, explore public-private partnerships, deploy a range of financial tools, and enable a strategic network of digital infrastructure for Maine’s future.
Position Summary
The Information Systems and Data Manager holds a crucial, cross-functional position vital to achieving MCA's vision. This position closely collaborates with the IT consulting firm, Advanced MicroSystems (AMS), to maintain a strong and stable technology environment. The Information Systems adn Data Manager is responsible for prioritizing the implementation of new projects, maintaining close communication with decision-makers and staff to ensure effective maintenance and development of technology environments, and developing relationships, training materials, and learning opportunities to enhance IT as a productive tool for MCA staff.
This role is pivotal in shaping MCA's systems, processes, tools, and overall organizational performance. The Manager will apply systems thinking and organizational facilitation to ensure all programs and projects are managed for maximum efficiency. The position is flexible, requiring diverse technology and operations capabilities, and involves leading multiple projects aligned with six-month action plans and mission-critical activities.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
The Information Systems and Data Manager's responsibilities fall into several core areas:
System Operations and Infrastructure
Own the performance, reliability, and evolution of MCA’s information technology systems environment, ensuring alignment with organizational priorities and growth in collaboration with Operations, Research, and Program Directors
Maintain, configure, ensure reliable operation, and upgrade MCA's computer systems.
Oversee troubleshooting, system backups, archiving, disaster recovery, and provide expert support in coordination with guidance from AMS.
Install and upgrade computer components and software, manage virtual servers, and integrate automation processes.
Manage and support the integrity and security of company devices and SaaS applications.
Maintain and install individual workstations establishing and managing data permissions and access for users, ensuring strict adherence to security protocols.
Proactively monitor systems to ensure they remain working efficiently and adapt as organization requirements change.
Data Integrity and Database Management
Ensure data integrity, normalization, and fidelity across organizational systems and processes.
Develop and manage regular data-cleaning processes and data update schedules for key information systems (Grants Management System, Netsuite, HubSpot).
Implement version controls and conduct regular testing to ensure data accuracy across key information systems (Grants Management System, Netsuite, HubSpot).
Design and maintain data models that support reporting program delivery and financial tracking in support of Director of Finance and Senior Manager of Compliance and Reporting
Manage data pipelines and integrations across systems (API-based and ETL processes)
Identify and support opportunities for data and systems integrations and structures that drive organizational efficiency.
Automate repetitive workflows by collaborating cross-functionally with other staff.
Specific Application Support
In collaboration with the Director of Finance and Accounting, serve as the primary liaison with Oracle/NetSuite to ensure that ongoing development and system functionality align with best practices, as well as MCA's current and future financial management and reporting requirements.
In coordination with the Director, Research and Data, and the Senior Manager, Spatial Data and Analysis:
Optimize the existing MCA Stack, including Core Systems Environment, Netsuite (ERP/Financials), HubSpot (CRM/CMS/Donors), ArcGIS Enterprise (Geospatial Data platform), AWS (Cloud Infrastructure), Grants Management System (in implementation).
Assist with managing the ArcGIS Enterprise Environment, focusing on AWS database maintenance, in coordination with the Senior Manager, Spatial Data and Analysis.
Training, Policy, and Vendor Management
Lead staff training and improvements in cybersecurity and online safety.
In coordination with the Operations Manager, develop training materials and ongoing learning opportunities for team members.
In coordination with the Operations Manager, implement and update staff training on all MCA IT Policies and Procedures, including the
Disaster Recovery & Business Continuity Plan,
Incident Response,
Information Security Policy, and
Technology & Data Acceptable Use Policy.
Own performance and accountability of IT vendors and managed service providers including prioritization, escalation, and service quality. Work closely with the AMS to ensure the security and integrity of MCA's data and systems through robust cybersecurity measures and protocols.
Manage AMS relationships and contracts, negotiate terms, and ensure service-level agreements are met.
Produce monthly IT reports.
Oversee internal IT functions and vendor relationships in coordination with MCA’s Operations Manager.
Lead the IT/Operations Steering Committee.
General Support and Expertise
Provide day-to-day technical support for internal and external stakeholders.
Budget and recommend purchases for hardware, software, and IT services.
In coordination with the Operations Manager, manage MCA’s equipment, including procurement, setup, replacement, and disposal.
Responsibilities may change periodically to align with organizational needs, strategic priorities, and individual strengths. The team member is expected to adapt to new assignments and shifting priorities with reasonable notice and appropriate support.
KNOWLEDGE / EXPERIENCE / EDUCATION QUALIFICATIONS
Minimum Education and Experience
Bachelor’s degree (advanced degree preferred) or equivalent practical experience.
5+ years of professional experience, preferably with database management experience.
Experience with NetSuite is a plus.
Strong data management skills, awareness of data governance and orientation toward data analysis
Advanced level of experience with productivity tools, such as Microsoft Office Suite, Google Workspace, Asana and Slack.
Prior experience using APIs to integrate systems and extracting data from systems to update information or drive workflows in other application systems.
Understanding of the telecommunications industry is a plus.
Experience in different organization types (e.g. public, non-profit, and private sectors) is a plus.

OTHER REQUIREMENTS, LICENSING, CERTIFICATIONS
Occasional overnight travel may be required.
Occasional daily travel to meetings and project locations.
Attendance and participation in frequent meetings (internal, external and blended).

COMPENSATION
Salary range: $86,618 - $122,650 per year, commensurate with experience and qualifications.
